Washington State lawmakers have mandated the parks be self-sufficient by 2013. A year after the Washington State Parks Department introduced the Discover Pass, a million people simply chose to avoid the newly implemented fees. According to the Seattle Times, the state has collected less than half of the $32 million they projected to collect throughout 2011. Will the state parks survive?
